2nd renewable fuels proposal emerges for South Philly refinery

The former CEO of Philadelphia Energy Solutions has formed a company that wants to buy the refinery complex and convert it to a producer of renewable fuels for jet aircraft and other purposes. 

The fuels would be refined from oils and other materials rather than crude oil. Plans call a solar-powered digester that would make the site more environmentally friendly.

The proposal is the second involving renewable fuels for the site in South Philadelphia.

The twin refinery complex is the largest on the East Coast and is in the process of being shut down after a  fire.
