Energy policy remains dark secret

The Turnbull government is under fire for not providing enough information to the states and territories on its proposed energy policy.

Federal Energy Minister Josh Frydenberg will meet with his counterparts on August 10 to look at the design of the National Energy Guarantee.

However, ACT energy minister Shane Rattenbury says that with less than a month to go there is very little information available on which to base a decision.

"We're yet to see exactly what the federal government is asking us to endorse," he said ahead of a meeting on Tuesday in Canberra with the renewable energy sector and environmentalists to discuss the ACT's position.

"National Energy Guarantee is a nice slogan, but so far there's no guarantee that this policy will do anything to improve energy pricing, pollution or provision."

The federal government needs all of the state and territory governments on board if the plan is to succeed.

John Grimes, chief executive of the Smart Energy Council, said the future of small-scale solar was under a cloud and the government needed to reveal the future of the small-scale renewable energy scheme.

"The National Energy Guarantee is being turned into the national coal guarantee," he said.

The emissions reduction target of 26 per cent proposed in the draft design paper was lower than what would be achieved with the current build and investment in renewable energy, he said.

It is understood a policy paper will be given to the states and territories by the end of this month.
